make the ctrl-alt-del function password restricted?

My company makes systems for industrial use, as such the everyday operators will not have access to hardly any funtions, that being said I was wondering if it was possible to make the ctrl-alt-del menus admin password protected?

I have removed all the buttons via the gpedit.msc menu but the buy would like other options. Thanks in advance.

side note, these systems are running windows 7

I think running an own application hooking the ctrl-alt-del key systemwide
and answering with a specific dialog asking for a password should not be a
real problem.
